On the basis of Geo's interpretation of the maps, and lacking further 
information, either ground-truthed or attested, I am willing to call this 
location "on the line" and therefore, by Kevin's tennis analogy, in the basin. 
However, another snag has arisen. Further information from the observer is that 
the bird was in nearby trees, not at a feeder, and was not described with much 
detail or unambiguously. My inclination now is to await further ID evidence, 
either written or photographic. It could be a Pine Warbler and I'd be happy to 
count it if this or another observer described or showed it.

That's right. Trouble is, the eBird coordinates translate in Apple Maps to an 
address (4167 Route 89, Savannah‎ New York‎ 13146) that sits right on a saddle 
between Butler Creek drainage (IN the basin) and Wolcott Creek drainage (OUT). 
On the USGS topo it looks like the back yard at that address may drain both 
ways.

couple things. The town of Butler is listed as partly in the Lake Ontario 
watershed (basin drainage) and partly in the Seneca River Drainage. However, 
according to a watershed map, the entire Butler Creek lies within the Seneca
