I’ll defer to the experts but would not rule out Screech-owl. I’ve heard that also: clear descending rather than whinny descending but followed by other EASO distinct sounds, so concluded it was the same bird. I’ve been hearing EASO loud whinnies just in the last couple of weeks, first time this
