This answer may be too shallow, but: do you need to get rid of the
whitespace around the "CC="? That won't work in shell. I don't know
what parses that file.

An update to my previous e-mail:
I just re-built world, and the problem described in item 5 of my previous
mail did not occur.
Unfortunately, ccache was not called at all either although I had below
setting in my make.conf.
