Just check receive/sent packets incrementing on all call legs of both calls
(siteC to HQ PSTN, and return call HQ PSTN to UC) . Check same on PSTN gateway
router. Also on SiteB router.
You should have two channels busy in SiteB router, as the call should be
hairpinned.
And 4
I guess that must be it. By default CUCME creates the files for 7940/60 if no
phone type specified.

Thanks everyone, It's working now, It look like new phone must be full
configured in the telephony-service to get the correct time, old ones get it
from router the first time they boot even without configuration.

I am getting media at Site B when I pick up its phone which is in fallback
when I call 3001 from Site C or HQ (both use HQ GW for that call).
SiteC phone - g729 - HQgw - PSTN - SiteB phone = true love, audio is fine.
If I hit the messages button on a SiteB phone in SRST to get to HQ it works
