I have been trying this config for MVA for close to 2 weeks now and it
does not work . Here are the details
The Issue :

I am trying to Intiate a Call from PSTN phone to site B gateway (H323)
3033300 it should ask for
authentication once authenticated press 1
Sounds like you didn't set the MVA details under Media Resources.
I usually get these symptoms if I forget to add this.
CUCM Administration/Media Resource/Mobile Voice Access - set the MVA
number and locale.

I have setup mobile voice access for use to be able to dial extensions using
enterprise access in my home lab. 100 times out of 100 it works just peachy
I setup my dial-peer on my router, I setup the IVR service on the router, I
setup my RDP and RD, along with my Mobile Voice Access
I ran into this when using 7.0.2 for studying and found the bug ID for it:

As Vik said complete matching is an easy workaround.

I have confirmed that if I have a 10 digit RD and get 7 digit ANI and
set to Partial Match that every time I experience this behavior with
the annunciator. When I changed it to full match with a 7 digit RD it
fixed my problem.

Did you add this gateway as H323 in CUCM as well? Features and Services
guide does not seem to mention MGCP for this feature.

I'm configuring MVA and having the following issue:
PSTN call comes into HQ H.323 G/W from 415-888-4343. Caller hears the
VXML script prompt to enter the Remote Destination (4158884343) followed
by pound, then a prompt for their PIN followed by #. The next prompt is
to press 1#

There should be a service parameter that toggles between using the gateway CSS
or the device + remote destination profile CSS for call routing decisions.
Yu could try playing with that.
