I sat at RTP two weeks ago and it was surprisingly quick. There was no
noticeable delay. Except for the phones firmware upgrade. I did a hard
reset on a phone and it took at least an hour to download the firmware.

Speed depends of how full is the floor, but I almost sure SJC is fast than
RTP
Proctor depends of how you ask your questions...
HW is the same everywhere... you connect remotely to SJC
