DN as the first phone registered earlier.
Shown below is the config from BR2 which is the CME router.
ephone 4 keeps getting registered as DN 3001 even though the config shows it
as DN 3006.

I had always assumed that the IPMA RP needed to be assigned a CSS that could
reach the manager partition and internal partition.
But my current lab has the CSS set to None on Device and Line for the RP and
it's working fine.
I vaguely remember discussing this with Mark Snow in class.

So, I erased the config, erased the flash , basically recreated everything
from scratch.
Even tried using another 7960 phone.
When the 2nd phone registers it will pick up the DN of the first phone.

Anyone having a problem with the MLP not coming up after a router restart. Had
to bounce the interface last night when I started the lab. Using 12.4(22)YB.
Will switch to the official T version tonight or tomorrow night. Seem to

try uncheck Wait for far end h225 capability set ( Don't remember the exact
wording) on the CCM GK trunk configuration page.
