To add on to Bill's comment the inverse is also true - once you assign a gateway to a route group it will no longer be available to select as a route option inside a route pattern configuration. You might have assigned gateway directly under route-pattern. If you remove gateway from route-pattern then you should be to add into route-group/route-list. If you use a gateway directly in any route pattern, then it will be always unavailable to put into a route group. Usually it's always better to put your gateways into route group/route lists.
