I had same issue and in my case RSVP wasn't working. If you have it setup the
easy way to test is to turn off mandatory in locations and try to call from HQ
Phone 1 to 4101 again. If this works try UCCX again.

Another shortcut is just create same enduser / password in CUCM. UCCX check
crdentials against CUCM in real-time.
As I remember it's an enduser not an application user.

not mark packets with DSCP values. This information is provided in Chapter 7 /

We've seen this behavior with UCCX.
Logically, the calls should work w/ or w/o partition applied on the CTI
Port Group, keeping in mind the CSS applied on the CTI Route Point.
Few things to keep in mind:
1) Always apply the changes on these Triggers/ Port Groups from the CCX and
I would think that the inbound caller (ip phone or gw) would need the CSS to
access the CTI ports.

If so, ssh into the CUCM CLI and run the following:
