I think I have you covered. I have an unopened Vector Graphics RAM/ROM
Revision 3 board with full assembly guide/user manual/schematics. Includes
source for a memory test program, the Vector 1 Monitor 1.2 source listing
and an errata sheet with an extra jumper.

'Very dry' is _exactly not_ what you want! Air with decent humidity is less
likely to build up static voltage.

3M 497 vacuum with an anti-static hose.
It really depends on what and where.
I use orange oil hand cleaners for cases.
If just dusting, a hair paint brush and vacuum.
I treat the brush first with a dilute dish soap
and let it dry. This keeps it from generating static.

I have never had problems with reading 800 bpi tapes on a Qualster 3412S.
But writing is a completely different discipline. The M4 9914 (?) can do it,
according to the documentation, but I've never tried it.
The 3412 is a bit weak in reading stitching tapes, the 9914 is a lot better
