I don't think so... the il/ version of jpeg was subsumed by
DtHelp/jpeg/, which is a somewhat (!) newer version than was in il/
That's why they were marked as "obsolete".
So, now we need to change DtHelp/il to use the system jpeg. Apparently
we aren't using that now, even though we require it
So can we remove il and jpeg?
