Thanks for your response, the problem has been resolved. It was due to
document root directive.
DocumentRoot was /var/www/html/ whereas cacti folder was located at
following /var/www/html/cacti. which seems correct and should have work.
Apache was finding
Apparently I need to install apache2-dev. Apparently there isn't such available
from yum. I can't even figure out where to download a tarball to do it from
source. Ideas?

Try installing httpd-devel. for searchin package names use yum search.
