I found what was going on. I did set a enabled=0 on the updates section of repo. Enable the update and it works. [updates] name=CentOS-7 - Updates - mirrors.aliyun.com failovermethod=priority baseurl=http://mirrors.aliyun.com/centos/7/updates/$basearch/
