One of the reason could be that collectd is a additional daemon whereas influx plugin for ceph is just an additional part of the already running system (ceph). I've just done the same: rebuild from fc28 srpm (some spec-file tunning was required to build it on centos 7). Presumably the binary didn't work or I would have installed it directly.
