I haven't heard any real hints yet on a release date of NEO (now
officially named ColdFusion MX). I suspect it will be sometime this
summer. It went into beta 3 late last month.
Keep watching for announcements, it should be a good product.

Based on my experience in both JSP and CF depending on complexity involved
you may be better-off estimating time by assuming it is an application
