While I can't guarantee it, I think there was some reason why I was unable
to accomplish the setup using Workstation that you are wanting to try.

I've asked my employers to set me up with NT Server on my home PC so I can
do CF development there, and duplicate the NT environment where we currently
run our intranet. I've been asked if NT Workstation will work. Can I do the
same things with Workstation I would do with NT: install option packs,
install IIS, run service packs, install ColdFusion? Has anyone tried this?
