Ah, found it. For the sake of Google and future posterity, the license is located in c:\CFusionMX\lib\license.properties Shut down cf, move the file elsewhere, restart CF and it is in developer mode. Build CAR file of settings, drop the license.properties file back in and restart. Voila.
