Im pretty sure that Coldfusion RDS is a seperate service. Just don't run
RDS.

Yes.
We found you could not disable it but if you set it to manual it was OK.

If you want to prevent everyone from RDS access, it's easiest to just
disable the service. Steps to do that are in this KB:

[HKEY_LOCAL_MACHINE\SOFTWARE\Allaire\ColdFusion\CurrentVersion\IDE]
ServiceRunning = 0
instead of
ServiceRunning = 1
Otherwise your logfiles
Stop the RDS Serice on your server...

If I am correct ... CF Executive listens for CF Server and CF RDS,
if it not running CF Executive will restart it.
If you do disable CF Executive ... scheduled tasks will not run,
maybe something more, not sure what though.
