Depends. If the ISV includes it in his distribution and makes it accessible you
get it, otherwise you don't. Our preferred scenario is to include a cfadmin but
only make it accessible through the built-in webserver.

The developer needs CF to create the EAR file. At the place you are deploying
all you need is a J2EE server.

The EAR/WAR deployment option actually includes the entire ColdFusion
server. With the sourceless deployment, you don't need to compile anything
anyway - it's precompiled. But you do need the CF runtime

out there for discussion : A CF runtime server
The runtime server is like the CF server, but with no compiler.
You develop and compile your web application on a licensed product, and then
package it up as a sourceless dep
