Send him 2 quotes, one for the application using Flash 8, one for the 
application using a custom workaround to work without Flash 8.

there's an intranet kit available:

For Is the general public able to upgrade their Players? then yes, 
they are, at the rate of well over five million a day, making it the 
most rapidly-adopted software in history.

For How can I persuade my client that it's okay to specify Adobe Flash 
Player 9? then the most effective technique seems to be to work to 
first discover what their actual objections are.

Thanks John,

This is not direct client issue. When we target only a specific Intranet 
etc., we can educate the client. They have an application which is 
public. We are using a solution with Flash FileIO feature and  there is 
a requirement for Flash Player 8+. But our client is curious about  
their clients issues to update Flash Player. They have some important 
clients which do not have any rights to update any software on their 
computers as policy and they can not update into the current Flash 
Player and this is a big issue for us now.

I am just trying to figure out a reasonable explanation. :)

FYI there are corporate clients (I can think of a very large university) who
administratively prevent users from downloading updated components of
anything.  This client in question is stuck on v7, so none of my flash v8
will play.

I work in one of those enviroments.  Luckily, since I am a developer,
I can get around that.  Sometimes.

About the only thing you can really do is to tell the client that the
options/features they want are only available in Flash 8+ and that
their customers will have to get their IT team to update them.
