Why would they not use Eclipse? it seems silly seeing that Flex 2
Builder is based on it.

That might be the proper way with case, but it will still fail pop up blockers. As Dale suggested earlier if it is within your site a relative url can pass most pop up blockers, but unless it is allowed in the program blocking the pop up it will fail.
