The first thing to do is turn mod rewrite logging on and set the log level (you
can google that bit) then watch the rewrite log as you make the request and
check that apache is still rewriting the URL as expected. The only other thing
I could suggest trying is put your rewrite rules in a .htacce
Without reading into the rule closely, I will point out that CF10 is known
to have case sensitivity in some situations (especially seeming to trip up
such rewrite rules) that is different from CF9. Just sharing that as a clue
if it may help you debug things.
