I've found running an instance just for the mail spool (multi-server
mode) allows you to restart the without application downtime, if you
don't mind the overhead and a couple of tweaks.

google searches indicate that the .restart() method might be available from 7
onwards.
I am updating my servers soon to 9, so Ill see if I can implement something

I can't remember if you can get a hold of ColdFusion's server factory
in C
Oh and I should probably also say that using the CF server factory is
not documented and I would guess unsupported by Adobe, so use it at
your own risk.
