Zac, I've never seen this. I run 7.02 on Windows (XP) as well, with a dual core Dell, 2 gig ram, IIS, etc. I've run both standalone and multi-server option. If you're really stuck for ideas, you may know all these but here are a few:
You say you've stopped the services, but are you sure to have gotten the CF-related services, like the ODBC and search service? And since killing them as processes is failing, and while you may try to kill them in the Services panel, note that it has a timeout after which, if it can't stop it, it kind of leaves the service inaccessible. Try doing a command line: Net stop "service name" You can get the service name from the properties in the Services panel.
