it turns out only happening with the client's outlook on a corporate
network,
same version on 32 and 64 bit for other lots of other people works fine...
writing out a temp file, rather than inserting the image from a variable,
does work

I have never bothered to check how it looks in the email header, but here
is how we attach images that are required to be in the email, in CFML.
(Within the mailText variable is the logo variable.)
cfmail to=#toAddress# from=#fromAddress# subject=#mailsubject#
