And I'm not dealing with government so I can't see any legislative problems there. I've done a bit of testing (rackspace, mosso, amazon), and latency is a big enough issue to be noticeable for our site (graphic intensive by nature). We run staging servers in US though as it's cheap and easy, and speed isn't a key feature. Had some servers in engineyard out of japan and that was pretty fast though.. ninefold.com seems to be a good cloud offering in aus, maybe a bit expensive though, but nice set of tools to manage your severs (although can be a little confusing at first).
