LOG: [clang-tidy] UseDefaultMemberInitCheck::checkDefaultInit - Use cast<> 
instead of dyn_cast<> to avoid dereference of nullptr

The pointer is always dereferenced immediately below, so assert the cast is 
correct instead of returning nullptr
