On the corner of Charles and 31st street, there is a sign that reads 'no
right hand turn on red from 7a-7p'. There is no opposing traffic in any
direction. Is this restriction necessary?

The no turns on red is for pedestrian safety.
A lot of pedestrians would like to see the law changed so there's no turns
on red whatsoever. As a cyclist, I don't care, because I run stop signs and
lights whenever it's safe to do so.
