Two reasons:
1) You didn't tag version 0.2.1
2) Your tags say release-0.2 instead of 0.2, so you have to change

'chicken-install civet', and get an error saying there is no .meta
file. There certainly is one, but somehow it is not being recognized.
When I try 'chicken-install -r civet, I get:
civet/
tags/
That's it. No files in eith
