Did we not plan to allow them even one bar higher? I had thought that
was the resolution for the fellow who wanted to add a bookmarks
button next to the page and tools menus.

Yes, but for v1 we will just have one home for them. We are trying to
decide between the bookmark bar and the bottom bar now. They both have
their plusses and minuses:
- The bookmark bar is better for people who already use the bookmark
bar, particularly if it isn't already full.
- The bottom
