For example, over 50% of the guards watching women in US prisons today are men and as a result, there is a widespread problem throughout the US of prison guards raping female inmates and getting away with it because most of their fellow guards look out for one another and do not turn each other in very frequently. So, when female prisoners complain to a guard they trust of such an attack, they are often punished further in an effort to silence their complaints.There is also a widespread outbreak now in US prisons of hepatitis c and
 prisoners are now dying due to the improper medical care and neglect they receive in American prisons today. I believe this type of evidence helps to prove that my life would indeed be in danger in a US prison.I have spent the last two weeks familiarizing myself with these types of atrocities and more and as a result I got very ill and came down with a severe lung infection I am now working on healing. This type of research is too close to home for me now as I am told I have less than 2 years to fight for my freedom now in Canada and I must rely on my inner strength in order to see my journey to it's end in hopes to win my case either at the Court of Appeals level or at the Supreme Court of Canada. And, I must be strong for my son Shiva who is now 3 and a bright and beautiful little boy who needs his mommy to be grounded for him as all little one's do. This is why I am asking for assistance. US, other critics fear Venezuelan leader's intent

CARACAS -- President Hugo Chavez's weapons deals with Russia, his curbs on 
military cooperation with the United States, and his plans to train as many as 2 
million Venezuelan civilians to repel a possible invasion by an ''imperialist" 
superpower have the United States and his domestic critics worried about what 
the leftist former military officer is up to.
Chavez insists that the moves are purely defensive, born of an overdue need 
to update obsolete military hardware and protect his country from nations that 
might want to take control of South America's largest petroleum- producing 
state.
His domestic opponents scoff at the idea that Washington would ever invade 
Venezuela, and charge that Chavez's true intention is to arm a huge cadre of 
loyal reservists who would protect him against any internal uprising and to 
promote himself as a militarized counterweight to US influence in Latin 
America.
Even more troubling, say his detractors in Washington, is that as Chavez 
grows closer to his major ally, Cuban leader Fidel Castro, his arms purchases 
and indoctrination of civilian militias could be part of a strategy to 
restructure Venezuelan democracy in the image of Cuban-style militarized 
socialism and foment leftist revolutions throughout the continent.
US military strategists say they are increasingly concerned that radical 
movements inspired by Chavez could foment such revolution. Since the late 1990s, 
the political mainstream in Latin America has shifted leftward, largely in 
reaction to the perceived failure of free- market economics, and leftists have 
been elected to lead Brazil, Argentina, Chile, Uruguay, and Ecuador, as well as 
Venezuela.
Chavez's supporters at home counter that the United States has a century-long 
history of open as well as covert armed intervention in the region's domestic 
politics, so it has no right to question Venezuela's defense preparations.
''We never ask what the US Marines are doing," said Carlos Roque Espinoza 
Leon, a pro-Chavez defense specialist who serves in Venezuela's National 
Assembly. ''Peru has 500,000 rifles and no one says anything. Colombia is the 
most militarized country in Latin America, and no one complains.
''US history is full of aggression in Latin America, and we have to do 
whatever we must to protect our country," he said.
Chavez, who was first elected in 1998 and who has a popularity rating of 71 
percent, according to independent polling firm Datanalisis, has famously said 
that his so-called Bolivarian revolution is ''peaceful, but not unarmed." 
Alberto Garrido, a Venezuelan military analyst, said Chavez is looking for 
allies in Russia, China, and Iran to ''promote a multi-polar world" to 
counteract US dominance and encourage grassroots movements in Latin America to 
throw off Washington's influence.
In May, Chavez's government announced details of an $18.6 million deal with a 
Russian firm to purchase 100,000 AK-103 assault rifles, the modern update on the 
Kalashnikov, along with 30 rounds of ammunition each and the technology transfer 
for Venezuela to manufacture the rifles. The deal works out to $186.22 per 
rifle, considerably less costly than the US mail-order price of $825 to $850 for 
the same weapon.
Venezuela also intends to buy 10 Russian helicopters, 10 Spanish transport 
planes, and six Spanish naval craft, and is negotiating with Brazil to buy about 
two dozen air support and training planes, according to government 
officials.
Chavez has insisted -- and even his staunchest retired military critics here 
agree -- that the purchases are essential to update old weaponry, especially 
glaring in the case of the military's decades-old Belgian FAL rifles.
''We can't say Chavez is engaged in an arms buildup -- that's an 
exaggeration," said retired General Fernando Ochoa Antich, who was defense 
minister in 1992 when then-Lieutenant Colonel Chavez launched a failed coup. 
''Venezuela hasn't purchased arms in 25 years, and he's not aggressively buying 
weapons in a way that would threaten his neighbors.
''But Venezuela has never bought Russian arms before. Why is he doing it? To 
make himself independent from the US," Ochoa said. ''But why is he buying a 
caliber of rifle popular among subversive forces in Latin America? . . . The 
political support he gives to radical leftist movements makes him a continental 
menace."
The Pentagon has openly questioned what Chavez will do with the old FAL 
rifles, and whether he might share weapons or ammunition with guerrilla forces 
in Latin America. The US government has provided no evidence, however, of Chavez 
arming or funding leftist insurgencies.

  LONDON, July 17 (IranMania) - Ukraine plans to join an international 
  consortium to build a gas pipeline for transportation of Iranian gas to 
  Europe, Petro Poshenko, the Head of Ukrainian National Defense and 
  Security Council said at a press conference, according to Ukraine-based 
  internet newspaper Forum.
  Poshenko said he had discussed the issue during his visit to Iran. 
  according to Iran Daily.
  Talks with Iran were held when Viktor Yushchenko was prime minister in 
  2000, he said.
  Several possible routes through Armenia, Georgia, Russia, and also 
  Turkey and the Black Sea have been considered, he said.
  Experts have six weeks to calculate the costs and profit margins of the 
  routes and determine which one is the best, he added.
  Deputy energy ministers from the countries interested in the pipeline 
  are to meet in Iran on July 24-25, Poroshenko said. Specific deadlines and 
  the list of countries taking part will be determined at the meeting.
  The project could cost over $10 billion and see over one thousand 
  kilometers of pipeline in Iranian territory alone, he said.
  “Iran is ready to take part in financing the laying of the gas pipeline 
  in its territory and guarantee determined volumes of gas supplies and fix 
  prices for the recoupment period,“ he said.

Japan's submarine detection capabilities. Pentagon officials said there 
have been no similar Chinese submarine deployments near U.S. coasts, but the 
Han attack submarine in question also sailed near Guam, where U.S. military 
forces are building up. A Pentagon intelligence official said China is 
expected to conduct more submarine patrols in the future. "As the force 
increases in size, we're going to see them more and more frequently, 
especially as they develop proficiency and comfort with the use of the 
submarine force." China's submarine buildup includes the deployment of 
at least 14 new submarines since 2002.

We know this not only because of Matt Cooper's e-mail, but also because of Mr. Rove's own history. Trashing is in his nature, and bad things happen, usually through under-the-radar whispers, to decent people (and their wives) who get in his way. In the 2000 South Carolina primary, John McCain's wife, Cindy, was rumored to be a drug addict (and Senator McCain was rumored to be mentally unstable). In the 1994 Texas governor's race, Ann Richards found herself rumored to be a lesbian. The implication that Mr. Wilson was a John Kerry-ish girlie man beholden to his wife for his meal ticket is of a thematic piece with previous mud splattered on Rove political adversaries. The difference is that this time Mr. Rove got caught. Even so, we shouldn't get hung up on him - or on most of the other supposed leading figures in this scandal thus far. Not Matt Cooper or Judy Miller or the Wilsons or the bad guy everyone loves to hate, the former CNN star Robert Novak. This scandal is not about them in the end, any more than Watergate was about Dwight Chapin and Donald Segretti or Woodward and Bernstein. It is about the president of the United States. It is about a plot that was hatched at the top of the administration and in which everyone else, Mr. Rove included, are at most secondary players. To see the main plot, you must sweep away the subplots, starting with the Cooper e-mail. It has been brandished as a smoking gun by Bush bashers and as exculpatory evidence by Bush backers (Mr. Rove, you see, was just trying to ensure that Time had its facts straight). But no one knows what this e-mail means unless it's set against the avalanche of other evidence, most of it secret, including what Mr. Rove said in three appearances before the grand jury. Therein lies the rub, or at least whatever case might be made for perjury. Another bogus subplot, long popular on the left, has it that Patrick Fitzgerald, the special prosecutor, gave Mr. Novak a free pass out of ideological comradeship. But Mr. Fitzgerald, both young (44) and ambitious, has no record of Starr- or Ashcroft-style partisanship (his contempt for the press notwithstanding) or known proclivity for committing career suicide. What's most likely is that Mr. Novak, more of a common coward than the prince of darkness he fashions himself to be, found a way to spill some beans and avoid Judy Miller's fate. That the investigation has dragged on so long anyway is another indication of the expanded reach of the prosecutorial web. Apparently this is finally beginning to dawn on Mr. Bush's fiercest defenders and on Mr. Bush himself. Hence, last week's erection of the stonewall manned by the almost poignantly clownish Mr. McClellan, who abruptly rendered inoperative his previous statements that any suspicions about Mr. Rove are "totally ridiculous." The morning after Mr. McClellan went mano a mano with his tormentors in the White House press room - "We've secretly replaced the White House press corps with actual reporters," observed Jon Stewart - the ardently pro-Bush New York Post ran only five paragraphs of a wire-service story on Page 12. That conspicuous burial of what was front-page news beyond Murdochland speaks loudly about the rising anxiety on the right. Since then, White House surrogates have been desperately babbling talking points attacking Joseph Wilson as a partisan and a liar.These attacks, too, are red herrings. Let me reiterate: This case is not about Joseph Wilson. He is, in Alfred Hitchcock's parlance, a MacGuffin, which, to quote the Oxford English Dictionary, is "a particular event, object, factor, etc., initially presented as being of great significance to the story, but often having little actual importance for the plot as it develops."  going to have the drill. The equipment was already there so we
 were able to establish a command center there within three days
 that was two-and-a-half to three times bigger than the command
 center that we had lost at 7 World Trade Center. And it was from
 there that the rest of the search and rescue effort was completed.

 tell you there was no better emergency operations center. None.

The service started the thing a few years ago to provide soldiers with an Internet portal that offered e-mail, easy access to records and other information. In recent years, though, it's become somewhat difficult to manage, so the service is switching gears, choosing Lockheed Martin to integrate it all.AKO has a dark side, though. Since 9/11, especially, it's become an easy place for the service to keep information from the prying eyes of reporters and the public. And we're not talking top-secret or even sensitive stuff, either; routine, even mundane info often gets locked away.Take this site, for example. It's the home page for the branch of the Army responsible for buying weapons and other stuff with the billions of taxpayer dollars provided the service each year.Right in the middle of the page you'll see a list of documents that appear about as sensitive as the average dry-cleaning ticket. But most are behind the AKO firewall. And way down on the left, there's something called a "PEO-PM" list -- the names and numbers of the program managers who steer Army weapon systems. That was publicly available for years, but now can't be seen by anyone without a .mil IP address.Also available for years was a monthly Army acquisition newsletter containing routine announcements; that's gone, too. (I read it every month when it was accessible, and I can attest it was the exact opposite of sensitive.)There are countless other examples, including this one, noted by estimable Steve Aftergood. And perhaps the biggest loss to the public were countless documents -- all unclassified -- once available via the Center for Army Lessons Learned.The Army's not alone, of course; the other services and the Pentagon in general are keeping far more information behind electronic firewalls than ever before. And it's not all post-9/11, either; even under Clinton, the Internet was treated by the military as a whole new ballgame, where even unclassified information was suddenly deemed sensitive and pulled from view. The most egregious example is the annual report of the Defense Department's top testers. The director of operational test and evaluation is charged by law with holding the Pentagon's feet to the fire when it comes to testing the military equipment it fields. And the annual report -- which is unclassified and available in hard copy to anyone who asks for it -- is chock-full of information on the status of every major system the military develops, buys and fields. But after 2001, the Pentagon decided it couldn't be put online.
