ahh! I'd added that attribute, but I'd listed it as "add only if
asked for" instead of "add by default". So the w2k8 box didn't get it
as it didn't explicitly list it as an attribute it want

The problem is the missing of isGlobalCatalogReady attribute in RootDSE in
Samba DC. The repadmin will do a string compare of the return value of this
attribute against "FALSE" to check if GC is ready. Since there is no such a
attribute defined, the Ldap_get_valueW will return
