UDP Fragmentation, Token Ring Keepalives

Could anyone tell me what happens to a UDP packet when it is fragmented? I assume that it is lost because UDP is a connectionless service, anyone have a better explanation? Also on a Token Ring interface, when you set the keepalives to zero why would an interface still be reported as up/down?
