Try setting the MTU to 1520 and enabling jumbo frames if you can. I had the
same issue with q-in-q not passing dot1q and changing the mtu to 1520 solved it.

Are the 2960's in a stack, and you are trying to terminate an
etherchannel for the stack? I'd have to double check but, I believe
that I have this set up on a 7200 that is termination PPPoE.

over anonymous ftp. They would be contained in those files.
