So what you suggest a best Tier 1 ISP that provide high level of support ?
Right now we have TATA,Cogent,Interout, Turktelecom and Level3.

Yeah, didn't mention that, but indeed - IPv6 is not something considered
experimental, no support, or whatnot, but a commercial product fully
supported and on par with IPv4.
