Try disabling cdp/lldp towards the ip phone and see if it helps.

Hello,
I did. I tried to disable 'voice vlan' and put the phone in plain access vlan
and disabled cdp.
Still the same. Phone ignores DHCPOFFER.
Any more ideas?
