If you have all of the information in front of you such as any needed
certificates if doing SSL and you have the service account information, it
should only take 15-20 minutes to be up and testing on an account and maybe
another hour or so to BAT in the changes for all users.

phones download the tone files as part of the locale. could be a bad file
served up from the CME router. Could be the file was downloaded and corrupted
in phone storage.
suggest changing locale, reset phone, try again, then reset locale back.
