We don’t want stuff going into other queues, so it seems my option is the only
one that will work. Inelegant as it may be..

It's probably not possible to downgrade from 10.3 to 10.1(1)SR1 directly.

Phones come up and function normally, but the last twenty or so have
this status.

Check the version ID of the phones that won’t downgrade.
Hardware Updates
The Cisco IP Phone 7821, 7841 and 7861 has hardware updates. The new phone
version IDs are:
