I know I've fixed this particular issue before but I can't seem to find
where I did it.
I have one mailbox in Connection 8.6 that shows 9 messages in the Admin
interface but at the user's phone it only tells us there are 8 saved
messages.
Any hints would be greatly appreciated.
Thanks!
It was read receipts enabled.

It turns off both appearances on both phones. All the other shared lines
stopped displaying MWI as expected when setting visual MWI policy to None
except this one.
