On the cucm publisher there is only the cucm publisher. No other servers node.

Have you removed the previous CUCM IM&P processNode (CM Server) entries from
CUCM? You'll need to remove the reference within CUCM to those non-migrated
nodes, then add new entries.

That can technically be done, but you would need to be careful of the network
