I need to update our DNS server ip's to have a different secondary address. The
research I have done leads me to believe I need to restart the server after
making this change. This seems excessive, but in line with Cisco Collab OS.

involved changing the IP address on these 2 CUCM nodes. These 2 nodes consist
of the Publisher and 1 Subscriber. We have another Sub at a remote datacenter
