CSCui22934 has the workaround for this (and should have updated the relevant
docs). CSCuh96737 is the real fix and not fixed in any release (yet, crossing
fingers).

directory now that Services Provisioning is set to Internal by default.
You can try changing the Services Provisioning to External under
Enterprise Parameters and then change the Corporate Directory IP Phone
Service to point towar
CUCM 9.1.2SU1 I built a new cluster/DRS restored, etc, then modified the
Enterprise Parameters " Prepare Cluster for Rollback to pre-8.0" set to True
before added any phones and rebooted cluster. In short, I disabled Security
By Default. Also under Enterprise Parameters I removed all entries
