Yessir, you are correct. The last two characters denote the decoder version to be used. So far we've confirmed that 10.5 & 11.5 both use version 3. If anyone could generate and send passphrases from below 10.5, that would be awesome. I'm curious as to when Cisco switched from 2 to 3.
