*Position Summary:*

The Business Systems Analyst reports to the manager of Application
Development or to the manager of Application Support, providing managed
care system support to various client departments.  Within assigned areas
of responsibility and with little or no supervision, collaborates
independently with business and technical resources to identify, analyze,
prioritize, and resolve system issues.  This includes providing suggestions
for potential application modifications, enhancements, or business process
changes as appropriate, as well as advising business and technical
counterparts regarding current system functionality.  The Business Systems
Analyst demonstrates a strong knowledge of one or more business areas and
develops functional specifications and operations process flows, department
procedures, business requirements, or other necessary documentation for
approved system enhancements or modifications.



*Competencies:*



*Education:* Bachelor’s degree in business and management, human resources,
information systems, computer science, or another related field, or
equivalent experience. Master’s degree preferred.



*Knowledge:*     Knowledge of managed care operations and medical coding
systems (e.g., ICD9/10, CPT, HCPCS).  Familiar with healthcare / managed
care processes and terminology and the basics of information systems
support, preferably in the healthcare industry.  Experience with SQL query
writing and relational database concepts.



*Skills:* Proven analytical, problem solving, and computation abilities to
assess, prioritize, and solve complex business and technical problems.
Strong interpersonal, oral, and written communication skills to effectively
interact with all levels of company personnel, vendors, and consultants.
Experience with standard word processing and spreadsheet
software.



*Work Experience:                *



Minimum of five years of experience working in a healthcare/managed care
environment through progressive experience with mainframe, client server,
or web based applications in the areas of requirements gathering,
requirements definition and analysis, and business analysis, testing, or
other general system support tasks.  Additional experience should include
project management and development skills through teamwork.  Professional
knowledge of a special area preferred (e.g., care management, claims
management, provider, etc.).  Work experience should include roles as team
member and team lead in a matrixed resource setting, as well as experience
with negotiating technical and business solutions.

B.      Authority/Decision Making Level:       Makes appropriate decisions
using available resources to achieve positive outcomes with regard to the
resolution of managed care claims or related system issues / problems.
Demonstrates the ability to independently prioritize daily tasks and
assignments to align with department and business objectives.  Participates
in lead role in development of procedures for the department.  Requires
little to no supervision.  Consults with manager or project lead, as
appropriate, to finalize priorities and work products to meet changing
priorities.



C.      Supervisory Responsibility:                   No direct supervisory
responsibilities. Trains staff in work processes and competencies. May be
tasked as project lead responsible for making project task assignments to
co-workers, business unit representatives, or vendor representatives.
Provides guidance and direction to other department staff in joint
problem-solving and general knowledge
sharing.



*Problem  Solving:*

Evaluates complex scenarios with multiple sources of data to gather and
develop integrated data sets to meet decision making needs of business
units.  Applies business acumen and technical skills to research and
resolve managed care system issues / problems and evaluate business
impacts.  Uses critical thinking and problem solving skills to identify and
assess alternatives for complex business and technical problems. Works with
business and technical resources to lead analysis and recommend,
coordinate, or implement solutions.



*Information  Management:*

Reads and understands software documentation, managed care manuals,
regulatory publications, and internal reports.  Interprets business unit
data, functional, and operational requirements.  Creates and interprets a
variety of complex statistical and other system reports to facilitate
research and problem solving, including detailed data analysis.  Applies
critical thinking skills to solve both tactical and strategic problems.
