Location: Washington DC Local candidates only- VA, DC, MD In person interviews The OSSE CIO is seeking an IT Consultant to join the EGMS grant development team. The IT Consultant will provide Quality Assurance support for FY16 grants built and deployed through the EGMS. The IT Consultant will support all aspect of testing to include peer testing, Independent Verification and Validation (IV&V), User Acceptance Test (UAT), System level test and automated regression testing for all grants prior to production deployment. Required / Desired Skills Skill Required / Desired Amount of Experience Expertise Rating Experience with computer programming, computer security, internet applications, database management, software development and information systems. Required 6 Years 3 - Expert Experience with Federal/Local grant life cycle Required 5 Years 3 - Expert Proficient with MS Word, Excel and PowerPoint Required 6 Years 3 - Expert Understand Software Development Life-Cycle (SDLC) and Agile development methodology. Required 5 Years 3 - Expert Fluent in English, excellent written and oral communication Required 6 Years 2 - Proficient Held management/supervisor positions Required 5 Years 3 - Expert Able to work independently or in a team environment Required 6 Years 2 - Proficient Experience with developing test plans, test cases and final test reports Desired 8 Years 3 - Expert Experience with executing black box testing, load testing, stress testing, white box testing, automated regression tests, negative path test Desired 7 Years 2 - Proficient Must have experience with establishing a QA test methodology for a COTS product using best practices.
