Agency is implementing a phased upgrade and modernization of the computer
aided dispatch (CAD), law enforcement records management system (LE RMS),
and the voice radio systems used primarily by the public safety first
responder agencies.  They are seeking a *highly-skilled Change Management
Specialist *to facilitate communications and collaboration between multiple
public safety departments, learning, and knowledge transfer to client staff
in their day-to-day work with the modernization of technology and the
consolidation.



Candidates must have hands-on experience in facilitating a change
management effort in a large-to-medium size public safety organization and
be knowledgeable of

- Medium-to-Large Organizational Change Management initiatives

- Public Safety Technology

- Emergency Communications

- Public Safety Operations

- Human Resources

- Technology



Candidate will work side-by-side with client staff to develop
communications and marketing material, engage, support and train client
employees, and develop strategies for monitoring and evaluating success
(more details below)



*Summary of Duties include*:

· Articulates, communicates and implements effective Change Management
strategies and

activities to measure, monitor, evaluate and realign change strategies
based on feedback;

· Establishes strong and credible relationship with management and
employees to

successfully build trust, collaboration and integrity;

· Demonstrates experience and knowledge of principles, practices, and
systems of

organizational design, change management, and organizational development;

· Develop subject matter expertise in specific functional area to support
effective targeted

communication, marketing, training, and organizational realignment
leveraging

technology functionality;

· Create business process documentation (including new standard procedures)
and

demonstrate system functionality to stakeholders and business owners;

· Create and deliver custom, on-site courses to different levels of client
employees at

different client sites;

· Collaborates with functional subject matter experts in the design and
review of materials

and recommend updates in preparation for training delivery;

· Manages stakeholder expectations and encourages positive behaviors in
response to

operational and organizational change;

· Partners with appropriate internal staff and utilizes communications
technologies to

communicate understanding, monitor trends, address concerns and guides
development of

tools to facilitate business processes;

· Assesses operational and organizations needs through interviews and focus
groups to

identify gaps and aligns related strategic initiatives to the cleint’s
objectives

and mission;

· Develops job aides, briefing materials and conducts logistical planning
and scheduling for

deployment of training;

· Designs and publishes multi-media utilizing on-line applications;

· Develops organizational metrics to baseline and measure success over time
in conjunction

with stakeholders;

· Demonstrates experience and knowledge of core business functions and
processes
