CentOS is about as solid as you are going to find. I personally tend towards the Debian and Ubuntu camp (long term apt/deb fan), but if I was put in the same situation, I would recommend CentOS (or the commercial RHEL if there is a budget) even over Windows. Another option is to run a Windows VM

If dead serious, unplug internet, turn off wireless, use read only Linux live DVDs (I like Mint 17.2 XFCE) and store encrypted on USB sticks only - never touch HDD while running. For that little bit more, needs memory flush on exit. Pain in the Ass but closer to what he wants. or openBSD
