Are you using compiz by any chance? Compiz seems to break vsync
completely for me on my nvidia hardware at home, regardless of
nvidia-settings and compiz's own vsync settings.

Clutter seems to work fine on mobile devices because it supports
OpenGL ES 1.1/2.0 . I've seen Clutter demos on iPhone (iPod Touch) on
Clutter blog.
However, it is not easy to find devices which support OpenGL ES 1.1 or
2.0. Recently I purchased Nokia N810 which uses TI's OMAP 2430
chipset.
