There has been asimilar issue with libsndfile discussed on Linux Audio
Users recently. It may have just been fixed by Erik de Castro Lopo. He
mentioned this link.

Hi,
I seem to be having trouble in building snd-ls. I have a FC4-based
PlanetCCRMA system. The build process seems to have trouble finding
libfftw3, as detailed below.
I would appreciate being pointed in the proper direction to resolve this
issue and begin using snd-ls.

The problem *was* that I didn't have the fftw-devel package; I picked it
up from the Planet, and all was good.

/sbin/ldconfig is part of the glibc package on Fedora. Make sure you are
looking for it in /sbin (not in normal paths).
