Interesting. Lake Michigan phrf regs do not contain such an exception and
state that base handicap "assumes standard hull AND interior". The regs
also reference any interior appointments that are modified or customized must
be fully described in application. The regs are under

cabin sole which had 2 fold down leaves.
This table sort of wrapped around the bast so that when the leaves opened, the
table surface was centered fore and aft
and athwartships so that 4+ people could sit around it

See if you can get on a Beneteau 361 or a Hunter 29.5. Might give you some
insight. They have tables that slide up and down the compression post.
Use a slide bolt to keep in place. The tables have hand holds on the
underside for when they are up against the headliner.

I feel your pain about the weight and space of your original table. That
said, if you remove it from the boat you should report that as a modification
to the boat on your phrf application. Should you win a big race the
inspection committee might ding
Charlie, check out here for an example of a past project using nidacore -
just to get you thinking of some possibilities for DIY composites. A past
project restoring a Lotus Europa. You could make a tabletop/bracketry in a
similar way.
